چکیده

This paper studies the impact of an unfunded social security system on the distribution of bequests in a framework where savings are due both by life cycle and by random altruistic motivations. We show that the impact of social security on the distribution of bequests depends crucially on the importance of the bequest motive in explaining savings behavior. If the bequest motive is strong, then an increase in the social security tax raises the bequests left by altruistic parents. On the other hand, when the importance of bequests in motivating savings is su ciently low, the increase in the social security tax could result in a reduction of the bequests left by altruistic parents under some conditions on the attitude of individuals toward risk and on the relative returns associated with private saving and social security. Some implications concerning the transitional e ects of introducing an unfunded social security scheme are also discussed.

The Effects of Annuities, Bequests, and Aging in an Overlapping Generations Model of Endogenous Growth

In this paper, we examine the effects of introducing actuarially fair annuity markets into an overlapping generations model of endogenous growth. We find the complete annuitization of agents’ wealth is not, in general, dynamically optimal; that the degree of annuitization that is dynamically optimal depends nonmonotonically on the expected length of retirement and on the pay-as-you-go social se...

Optimal social security in a dynastic model with investment externalities and endogenous fertility

This paper studies optimal pay-as-you-go social security with positive bequests and endogenous fertility. With an investment externality, a competitive solution without social security suffers from under-investment in capital and over-reproduction of population. We show that social security can improve welfare by reducing fertility and increasing capital intensity. We also illustrate numericall...

Ikegami reviews the implementation of mandatory long-term care insurance systems in Germany and Japan, which are organized as pay-as-you-go systems. The proposal is based on the observation tha...

Pareto-improving Pension Reform when some are Altruistic

The paper discusses whether a Pareto-improving cut back of a pay-as-you-go (PAYGO) system of social security is feasible if there is an altruistic motive for making positive bequests. The paper argues that this cut back is possible if the PAYGO system relies on distorting labor taxes. Even in the case when only a fraction of the current old have an altruistic bequest motive it may be possible t...
